The Policy lead joins the Carbon Business Council at an impactful time for the carbon removal landscape. CO2BC has been running a Canada Carbon Removal Policy Working Group throughout 2025 and this role will help to continue and expand these efforts. Billions of dollars in public and private support is unlocking innovation, increasing policymaker interest, and expanding the geographies where carbon removal deployment is taking place. The Policy Manager (or Director) is an integral team member at the Carbon Business Council. The position is responsible for leading policy engagement for our coalition in Canada and globally. The ideal candidate has a background in policy work with a proven ability to deliver results. We value nimbleness: we are an agile, fully remote team that is responsive to political and marketplace developments. The role reports to the Associate Director of Partnerships and Policy.
Primary Responsibilities
- Carbon Removal Policy Engagement : Oversee and execute on an ongoing policy engagement strategy. Policy engagement includes managing policymaker relationships in Canada, responding to government RFIs on carbon removal (both in Canada and globally), and preparing internal memos on key developments.
- Canada CDR Policy Working Group : Provide support for our working group of more than 20 companies and nonprofits working to advance carbon removal in Canada. This includes preparing for working group meetings, organizing events in Canada and more.
- Launch & Manage Campaigns : Support policy campaigns to advance carbon removal. This includes raising awareness of carbon removal in Canada, working in partnership with our communications team.
- Pathway-Specific Working Groups & Policy Advancement : Support working groups on specific carbon removal pathways, like direct air capture and enhanced weathering. Working group support includes forming policy positions, leading on publications, and more.
- Policy Tracking: Track and report on policy developments happening in carbon removal, including in Canada, the United States, Europe, and globally across industrial sectors. Synthesize and share reports of relevant policy outcomes with coalition members.
It is not required for a single candidate to have existing expertise across all these — we’re seeking candidates that are particularly strong in a few of the responsibilities and have some interest, capabilities, and willingness to learn in others.
Requirements
Required Qualifications
- At least five years of experience in public policy, government, trade associations, or a related industry. More years of experience required if applying to be Director-level in this role.
- Expertise and prior experience in the Canadian government and political landscape
- Strong written and verbal communication, including public speaking.
- Experience translating public policy into accessible language, such as policy briefs or explainer memos.
- Creative and strategic thinker with the proven ability to translate ideas into action.
- Self-starter, with an aptitude for being organized and strong time management skills.
- Proficiency in written and spoken English.
- Ability to work effectively within complex environments and across racial, ethnic, geographic, cultural, or other lines of difference.
- Authorization to work in Canada.
Desired Qualifications
- Prior experience and/or demonstrated interest in carbon removal and/or climate change.
- Successful examples of advancing for, passing or implementing public policy in Canada or other regions.
- Fluent in French, both written and spoken.
- Experience working with coalitions, trade associations, and/or startups.
- Experience managing and/or participating in policy working groups.
- Experience with strategic communications and/or media relations.
- Familiarity with online tools like Hubspot, Slack, and Squarespace.
